EERE Launches Vehicle Technologies Initiative

The Department of Energy’s (DOE) Office of Energy Efficiency and Renewable Energy (EERE), the applied research arm of DOE, recently released a funding opportunity announcement (FOA) through its Vehicle Technologies Office to support research, development, and deployment efforts that advance fuel-efficient vehicle technologies.  This award is part of Department’s Electronic Vehicle (EV) Everywhere Grand Challenge, aimed at making low-emission, highway-ready electric vehicles as affordable and operational as gasoline-powered vehicles by 2022.  DOE plans to award up to $55.8 million through multiple cooperative agreements associated with this opportunity.

This FOA follows the Obama Administration’s core plan to reduce American transportation costs through the development of technologies that reduce petroleum consumption through fuel economy improvements as well as cost-competitive alternatives that meet the goals of the EV Everywhere Grand Challenge.  As such, this solicitation supports a broad technology portfolio with specific emphases placed on:

·         “Advanced batteries (including manufacturing processes) and electric drive research and development (R&D)

·         Lightweight materials

·         Advanced combustion engine and enabling technologies R&D

·         Fuel technologies (dedicated or dual-fuel natural gas engine technologies)”[1]

The solicitation breaks down the above topics into nine technically-specific Areas of Interest (AOI) which apply to light, medium-, and heavy-duty on-road vehicles.  All but one of the AOIs are open to every eligible applicant with the exception being AOI eight – “Physics-Based Computational Fluid Dynamics (CFD) Sub-Model Development and Validation” – which is restricted to U.S. institutions of higher education and non-profit research institutes.

Concept Papers Due Date:  Concept papers are due February 26, 2015.

Full Proposal Due Date:  Full proposals are due April 10, 2015.

Total Funding and Award Size:  EERE anticipates making $55.8 million available through approximately 22-33 awards under this FOA (subject to appropriations).  Approximate award sizes are expected to vary depending on the AOI addressed by the project.  The anticipated total federal funding and the approximate maximum and minimum federal share for any one individual award made under this announcement is provided in the full solicitation.

Eligibility and Limitations:  Eligible applicants include educational institutions; for-profits; non-profits; national laboratories; and individual state, local, and other governmental organizations.

Cost-sharing:  Minimum cost-share requirements for educational institutions, federal laboratories, and

Federally Funded Research and Development Centers (FFRDCs) range between 10 and 50 percent depending on the AOI addressed by the project.  Minimum cost share requirements for each AOI are provided in the full solicitation.
