DPA Title III Activated Carbon Capacity Expansion (ACCE) Project

This announcement is to solicit production technology project proposals for the Defense Production Act (DPA) Title III Program managed by the Office of the Secretary of Defense (OSD) and executed by the Department of Defense (DoD) Executive Agent Program Office, a component of the Manufacturing & Industrial Technologies Division (AFRL/RXM) of the Materials and Manufacturing Directorate, Air Force Research Laboratory ( As the Executive Agent for DoD’s DPA Title III Program, the Air Force is responsible for executing programs that ensure domestic production capability for technology items that are essential to national defense.

The objective of this DPA Title III Project is to advance existing domestic, economically viable, merchant supplier production capabilities to produce activated carbon which meets the Detail Specifications of MIL-DTL-32101A, entitled “Carbon, Activated, Impregnated, Copper---Silver---Zinc---Molybdenum---Triethylenediamine (ASZM---TEDA)”.

This Defense Production Act Title III project will expand the domestic capability for producing activated carbon. Emphasis will be placed on expansion and/or modernization of affordable production processes and effective utilization of industrial manufacturing capabilities to produce activated carbon that meets Department of Defense (DoD) performance specifications per MIL-DTL-32101A. The recipient will be a viable, world-class domestic manufacturer who is responsive to customer requirements with respect to quality, delivery and price. Attention will be paid to enhancing merchant supplier capabilities to effectively serve the broad DoD and commercial communities.
